Project Assistant

Supports the ongoing needs of the National Household Travel Survey (NHTS) program through a full-time position working on-site within the U.S. Department of Transportation’s (DOT’s) headquarter offices located in Washington, D.C. Prepares responses to inquiries from NHTS stakeholders (DOT agencies, Congress, State DOTs, Metropolitan Planning Organizations (MPOs), researchers, media, public interest groups, and the general public) which may require pooling data from all rounds of the survey and developing a corresponding technical explanation. Assists the NHTS program staff in the collection, use, analysis, and reporting of NHTS data. Learns and understands historical data collection methods deployed by past NHTSA surveys and identifies challenges of future surveys. Gains and employs a comprehensive understanding of NHTS data usage and application in transportation planning, economic analysis, environmental evaluation (air quality analysis), and other multi-modal planning. Support regular NHTS program activities, including maintaining distribution lists, producing meeting materials, assisting with panel sessions, etc. Exhibits maturity and professionalism through regular verbal and email communication. Maintains the highest level of service to the customer and demonstrates a genuine willingness to help.

Requirements: Bachelor’s degree and three (3) or more years of experience. Proficiency in MS Excel and the MS Office Suite. Exposure to and/or experience with transportation data and especially the NHTS program, its history, and data products, a plus.

Mid-Level .NET Developer

Provides full-time, on-site support to the Industry Economics Accounts (IEA) Directorate of the Bureau of Economic Analysis within the U.S. Department of Commerce.  Provides ongoing support to the existing SQL-based central processing system used by IEA, including development and maintenance of both the SQL database itself as well as several C#-based CLR procedures critical to the mission of the directorate.  Offerstechnical advice to program staff and addresses technical concerns relative to the current data systems and any new systems that may be considered in the future. Converts business needs into technical requirements and designs technical approaches and system architecture based on the needs and technical requirements.

Requirements: Bachelor’s Degree or certification, preferably in Computer Science, CIS, or equivalent), three (3) or more years’ experience with C# and SQL. Web services development and Javascript experience a plus.

Mid-Level Web Application Developer

Writes programs to automate business functions or develops applications in a variety of computer languages based on customers’ requirements, most frequently in Java. Updates and enhances existing programs and applications. Debugs programs by testing for and fixing errors. Uses code libraries, which are collections of independent lines of code, to simplify the code writing and speedup application development. Leverages experience in web application, mobile application, and desktop application development and programming.

Requirements: Master’s degree in computer science or information systems related fields and three (3) years of work experience or Bachelor’s degree in computer science or information systems related fields and five (5) years of work experience. Excellent proficiency in programming Java, JavaScript, jQuery, AngularJS, Java API for XML Web Services (JAX-WS), REST and Web Services, and other languages. Extensive experience and strong skills in creating BI Dashboards in HTML5 and writing highly proficient queries in Oracle, SQL Server, Access, and SAS. Familiarity with .NET technologies is a plus. Good interpersonal skills and oral and written communication skills are essential. U.S. Citizenship is required.

Senior Systems Analyst

Provides full-time, on-site support to the Office of Airline Information within the U.S. Department of Transportation. Performs technical work using both standard and non-standard analysis, design, and programming techniques. Determines customer requirements for the final program or system. Analyzes problems in terms of such factors as user requirements, input data and form, output data and form, available computer configuration, processing turn-around time requirements, input and output checking, and overall problem-schedule requirements. Advises on IT solutions to help define automation needs. Develops and writes suitable source code required for computer processing. May provide advice on system design configuration, procedural and technical aspects of automated records, and hardware acquisition and maintenance.

Requirements: Bachelor’s Degree is required. 2+ years of general experience with 1 to 2 years or more of specialized experience in systems analysis and programming dealing with data collection, processing, and dissemination. Experience with aviation data a plus.

Developer/IT Specialist

Provides full-time, on-site support to the Office of Airline Information within the U.S. Department of Transportation. Provides technical advice to senior management and addresses technical concerns relative to the current data systems and any new systems that may be considered in the future. Converts business needs into technical requirements, designs technical approaches and system architecture based on the needs and technical requirements, and develops project implementation plans and schedules. Provides leadership in determining business rules and defining technical work. Ensures documentation is created and maintained. Assigns tasks and provides technical guidance and instruction to team members and enforces quality control. Works closely with the Program Manager to monitor work progress.

Requirements: Bachelor’s Degree in an associated discipline required, 8 years+ of general experience with 5 years to 8 years+ of specialized experience in systems analysis and programming dealing with aviation data collection, processing, and dissemination is very desirable. Experience in the following hardware and software is required: Model: Sun Ultra60, Software: Solaris 9, Legato NetWorker Client 6.1, Oracle 10g, SQL, TOAD, Oracle Data Base Administration (DBA) experience with a minimum of 2+ years of experience is required, with experience in aviation data collection, processing, and dissemination very desirable.

Software Engineer

Analyze, design, test, and develop computer web applications; Create technical designs, develop and unit test code for applications; Gather functional requirements, analyze user needs to develop secure, scalable, and fault tolerant software solutions; Code, test and debug new software or make significant enhancements to existing software; Develop presentation, business and database layers; Develop codes for computer programs and validate data sets, correct any errors in data sets and ensure both quality and integrity of data to the requirements; Provide application production support; Perform unit test according to the design documents; Transform data and work products into client impacting deliverables; Assist in trouble shooting production issues.

Requirements: Master’s Degree in Computer Science or Information Technology related field; demonstrated knowledge/skills in Java, Spring Framework, Struts2, Hibernate, JavaScript, HTML, CSS, AJAX, JQuery, Linus/Unix, SQL Server, MySQL is required.
