Charlie Han, Ph.D.

President / Founder

Charlie has over 25 years of research experience and extensive publications in economics, transportation, energy, and environment-related subjects.  He co-founded MacroSys in 1997 after working as a Research Project Manager and Senior Analyst for AMTI and an Assistant Research Professor at Boston University’s Center for Energy and Environmental Studies, where he developed a comprehensive alternative-fuel impact model for the Office of Environmental Analysis of the U.S. Department of Energy.

Charlie’s outstanding leadership, tremendous capacity, and extensive experience in inspiring and motivating staff have been well demonstrated and evidenced. His attentiveness as a leader is not only bottom up (from MacroSys to the client) but also top down (from management to technical team members)—Charlie’s view is that employees are the customers of the management team. To support MacroSys employees, he has cultivated and established a culture that values and takes pride in team work, is dedicated to high quality, and is committed to recognizing outstanding individual and team contributions.

In addition to his corporate leadership duties at MacroSys, Charlie has over 25 years of experience in Federal research and analysis program and project management and is a technical contributor to analytical programs in economics, statistics, survey operations, and transportation industry studies. Since 1994, Charlie has been assisting the U.S. Department of Transportation’s (DOT) Bureau of Transportation Statistics (BTS) in developing its transportation analysis programs and statistical products.  Dr. Han was the initiator, project manager, and chief investigator of the U.S. Transportation Satellite Accounts project, which provided, for the first time, comprehensive and accurate estimates about the contribution of transportation to the U.S. economy.  His diligence and outstanding performance won him multiple awards from the Bureau of Transportation Statistics, U.S. DOT, for his extraordinary contributions to the development and production of the Transportation Statistical Annual Reports, the Transportation Indicators reports, and the Transportation Services Index.

Charlie earned a Ph.D. in Regional Science from Boston University in 1993.

Vincent Fang, Ph.D.

Sr. Vice President / Co-Founder

Vincent has over 25 years of experience in economics, economic statistics, and quantitative techniques. He co-founded MacroSys with Charlie Han after working as a Senior Research Analyst at AMTI and a teaching fellow in the Boston University Department of Economics. Through his education and professional work, Vincent has gained in-depth knowledge of national statistical systems, international statistical standards, transportation, and industry organizations. He has conducted research in quantitative economics and the U.S. national statistical system, advised on modeling local economies, and was a major contributor and principal investigator for the development of conceptual frameworks and estimation methodologies and procedures for a number of transportation statistical systems and projects including the U.S. Transportation Satellite Accounts, the U.S. Transportation Infrastructure Capital Stocks Accounts, the Multifactor Productivity Measurement for Trucking Industries, and Measuring Competitiveness of the U.S. Transportation Sector.

Like Charlie, Vincent has always augmented his MacroSys corporate leadership duties with direct oversight of MacroSys contracts as a program and project manager.  He has managed contracts with several agencies within the U.S. Department of Transportation, the U.S. Department of Commerce, U.S. Department of Education, National Institutes of Health, Library of Congress, and Corporation for National and Community Service, among others. Vincent leads by example in setting high standards for customer service and personal dedication to all customers and tasks.

Vincent earned a Ph.D. in Economics from Boston University in 1996.

Kalle Culotta

VP of Business Development/Creative Director

Kalle leads MacroSys’s Communications Services business area and also serves as Vice President of Business Development. In addition to successfully capturing several multi-million dollar, IDIQ contracts, she has provided a broad array of communications services to Federal customers. She has served as a Senior Strategist to the Federal Motor Carrier Safety Administration’s (FMCSA’s) Deputy Administrator where she helped develop and implement communication and stakeholder engagement strategies to proliferate the Agency’s safety-first mission with industry, government, media, and the public. Prior to that, she served as the Communications Expert on a large contract with the Volpe National Transportation Systems Center (Volpe Center), where she managed a complex communications program, oversaw employee and subcontractor staff, ensured quality of deliverables, and introduced innovations in both methods and technology. Under her leadership, she introduced the concept of user-centered design, and as a result, demand grew such that the value of the work portfolio increased by more than 40%.

Kalle earned an M.A. in Technical and Scientific Communication from James Madison University in 2004.
